Minnesota Regional Navigators

The Regional Navigator system was launched as part of the statewide Safe Harbor initiative following the passing of the Safe Harbor law in 2011.This initiative supports youth who have been sexually exploited so they can rebuild their lives. In Minnesota there are eight organizations that host Regional Navigators. These navigators span nine regions and are the main point of contact for sexually exploited youth and concerned agencies in that area of the state.

Lutheran Social Service of Minnesota hosts the East Central Safe Harbor Regional Navigator and the South Central Safe Harbor Regional Navigator.

In addition, the Regional Navigator provides its region with a point of contact for education and technical assistance. This program offers education to systems professionals and community members topics related to sex trafficking and exploitation. The Regional Navigator also assists counties and agencies in developing protocols for responding to this issue locally.

We also coordinate and facilitate anti-trafficking task force meetings with members of law enforcement, child protection, county attorneys, probation officers, medical staff and school social workers.
