Short-Term Emergency Housing in Duluth

Youth looking at her iPhone. The Carlton Youth Shelter is short-term, emergency housing in a safe, residential setting. We provide support for the physical and emotional needs of youth in crisis. These services are available 24/7.

Youth age 17 and younger are referred to the shelter by county social service providers, the court system and area law enforcement. Out of county referrals are also accepted.

Youth referred are often experiencing one or more of the following circumstances: family conflict, parental neglect, physical or sexual abuse, running away, delinquency, truancy, school difficulties, chemical abuse, emotional difficulties, or past or current out-of-home placement. 

Our approach 

We support youth using a strengths-based approach. We recognize the unique reality of each young person’s situation. The program emphasizes responsible behavior, healthy relationships and working to achieve goals. 

We offer:

  • Supervised visitation program
  • Diagnostic assessment program
  • Supervised daily living
  • Homebound education
  • Recreational programming
  • Weekly discussion groups
  • Individual counseling and goal setting
  • Transportation
  • Emergency foster care
